  3. OPTIONS FOR REFORM
  4. The most drastic suggestion for reform of the Lords is to 
  5. do away with the second chamber altogether. 
  6. Alternatively, we could follow the lead of other countries 
  7. which have an elected second chamber. However, there 
  8. is considerable disagreement about the potential methods 
  9. of election, and an elected House of Lords might also 
  10. wish to take decisions away from the Commons - turning 
  11. the two houses into potential rivals.

  13. Another solution would be to end the inheritance of seats in
  14. the Lords, and introduce a selective system similar to Life Peerages. Some people argue that this would create its own problems - particularly in regard to how those appointments are made. And many people are convinced that the House of Lords still works well as it is - so why change?
